What changed for betting in 2026
The Betting Levy Act No. 27 of 2025 commenced on 1 January 2026. Section 5 establishes a 5% levy on gaming-account deposits and withdrawals. Winnings credited from earlier bets using existing account funds are excluded from its deposit definition. An internal win and a withdrawal are different events.
Income Tax (Amendment) (No. 2) Act No. 17 of 2025 deleted section 82A(1)(g). ZRA's 2026 Practice Note explains removal of withholding tax on gaming, lottery and betting winnings. It also reports suspension of the former 10% betting-services excise to zero under Statutory Instrument No. 1 of 2026. Do not reuse old 15% winnings-tax or 10% stake-tax templates.
Who collects the levy, and what does the player see?
The Act gives companies collection, reporting and payment duties. ZRA's June 2026 leaflet explains that the player bears the levy, collected and paid on their behalf by the licensed company. These describe the collection obligation and intended customer charge respectively.
5% of a confirmed K100 transaction base is K5. That does not establish whether the cashier takes K105, credits K95 or displays an already included charge. Check the quote to avoid double deductions. Section 6 exempts brick-and-mortar betting companies and permits ministerial exemptions; a physical shop does not establish the treatment of an online account.
Separate the levy from payment fees
Wallet transfer tariffs, later cash-out charges and operator processing fees are separate costs. Zero operator fees does not establish zero levy or wallet costs. ZRA's separate Mobile Money Transaction Levy schedule should not be added automatically without confirming the transaction category.
Compare the cashier and provider receipt: identify each charge, calculation base and inclusion in another displayed total. A later wallet cash-out fee is not necessarily charged when a betting company sends money to that wallet.
What the public operator pages establish
These are published statements checked on 24 October 2026, not observed transaction results. No universal final fee was established for the four operators below.
- betPawa: section 8.3 says payment-service providers may impose charges or taxes. The terms do not provide a complete current numerical fee quote for an individual transfer.
- BongoBongo: its deposit guide states that it charges no deposit or withdrawal fees, while a mobile operator may charge. This does not establish the handling of the statutory levy in your cashier.
- GSB: section 13.10 permits withdrawal charges disclosed at withdrawal. The terms also provide for a possible fee in certain withdrawals of unplayed deposits; no fixed universal amount is given.
- BolaBet: a reliable current numerical payment-fee schedule was not established in this check. Ask for the itemised cashier quote rather than borrowing another operator's rate.
Reconcile the amount before raising a query
Record the requested amount, account debit or credit, labelled charges, destination, date and reference. A pending transfer is not a fee. Ask support which amount each percentage uses and whether charges are added, deducted or included.
If the quote and receipt differ, keep redacted copies and request an itemised explanation. Use the site's withdrawal-help guide for tracing a payment. Never supply a wallet PIN or OTP in a support message.
Calculate a confirmed charge, not a guaranteed payout
Enter the percentage, fixed charge and basis from your current quote. Unknown charges remain unresolved. The calculator does not select an operator's legal rate.
Arithmetic illustration only: a K100 base, a user-entered 2.5% charge and K1.50 fixed fee produce K4 in total charges. Deducting those from K100 leaves K96; adding them to a K100 principal produces a K104 total debit. These invented inputs are not a Zambian tax rate or an operator offer.
Check the arithmetic of the quote
Use one quoted calculation base. Enter an explicit zero only when no such charge applies. Unknown charges are not zero. An illustration is not a guaranteed payment or a personal tax assessment.
Questions and answers
Does the 5% levy mean every K100 withdrawal pays exactly K95?
No. ZRA explains a 5% transaction levy borne by the player, but the cashier's calculation base, display treatment and other charges must be established before predicting the wallet credit.
Should I still subtract the old 15% winnings withholding tax?
Do not reuse an older template. The 2026 Income Tax amendment and ZRA Practice Note explain removal of that winnings-withholding provision. This does not determine every aspect of your personal tax position.
Can zero withdrawal fees mean no deductions at all?
No. Operator processing fees, statutory levies and wallet tariffs are distinct. Ask which category a zero-fee claim covers.
Can this calculator verify a missing payment?
No. It performs arithmetic using confirmed inputs. It cannot inspect an account, determine eligibility, trace transfers or guarantee payment.
Sources and verification scope
Primary search and available ZRA documents checked 24 October 2026. No later amendment to the Betting Levy Act or named-operator exemption was established; this is not a guarantee of a complete consolidated statutory search. The excise suspension is verified through ZRA's current official Practice Note. The standalone gazetted SI was not independently retrieved, so page wording attributes the suspension to ZRA rather than inventing a gazette commencement date. No logged-in cashier, payment, personal tax assessment or provider tariff transaction was tested. A reliable current BolaBet fee schedule was not established from the available public pages. No numerical BolaBet fee is assumed.
